Staff Bios

Harvey G. Ryland
President & Chief Executive Officer


Mr. Ryland joined IBHS in October 1996, after serving as Deputy Director of the Federal Emergency Management Agency (FEMA). While there, he worked closely with James Lee Witt, then Director of FEMA, to develop a new strategy for emergency management in the United States, emphasizing loss reduction through mitigation.

From 1989 to 1993, Mr. Ryland was Executive Director of the Central United States Earthquake Consortium (CUSEC), whose mission is earthquake mitigation and preparedness in the New Madrid Seismic Zone.

Mr. Ryland has been in the field of Emergency Management for over thirty years, and holds Bachelor and Master of Science degrees in Engineering Science.

Doug Raucy
Director of Operations & Vice President


Mr. Raucy joined IBHS in December 2000. His previous position was senior manager with Allstate Corporation. While there, he led the company's National Catastrophe Team and created its National Catastrophe center to centralize field claim operations. He was also the senior manager of the Allstate/Home Depot Alliance.

Mr. Raucy has more than 20 years of experience in the property/casualty field of insurance, and is a graduate of Utah State University.

Kevin E. Barber, APR
Director of Communications & Vice President


Mr. Barber joined IBHS in 2000 after serving as assistant vice president of corporate public relations at CNA Insurance in Chicago, where he headed the company's media relations and financial communications units. He previously served in a variety of internal and external corporate communication management positions at Kemper Insurance Companies in Long Grove, Illinois.

Over his career, Mr. Barber has held leadership positions with a number of insurance industry organizations, including the Insurance Committee for Arson Control, the Illinois Insurance Information Service, the Alliance of American Insurers and the Insurers Public Relations Council. He received a bachelor's degree in English from North Park University in Chicago and has done graduate work at Northeastern Illinois University and Illinois State University. He is an accredited member of the Public Relations Society of America and also serves on the Natural Hazards Center advisory committee.

Katie Carter
Engineering Project Manager, AIDM


Katie Carter joined IBHS as a Project Engineer in January 2002. She manages the data collection process, analyzes claim data, and produces members-only reports for the IBHS Loss Experience Database. She also provides engineering support for various IBHS programs, as well as for individual IBHS members with technical inquiries.

Ms. Carter has a Bachelor of Science degree in Civil Engineering from Michigan Tech University and graduated from the University of Central Florida in December 2002 with a Master of Science degree in Civil Engineering. Additionally, she is a certified Construction Documents Technologist (CDT) by the Construction Specifications Institute and a certified Associate Insurance Data Manager (AIDM) with the Insurance Data Management Association. Ms. Carter has more than three years of commercial construction management experience prior to joining IBHS.

Wanda Edwards
Director of Code Development


Ms. Edwards served most recently as Deputy Commissioner in the Engineering Division of the North Carolina Department of Insurance. In 2004, she was Fulbright Scholar to University of the West Indies, Trinidad and Tobago, where she developed a training and certification program for building inspectors in the country. She previously owned a residential construction company, performed structural defect inspections for a national home warranty corporation, and taught community college courses on construction and building codes.

She earned bachelors degrees in civil engineering as well as environmental design from North Carolina State University. She is a licensed professional engineer and member of the structural committee with the International Code Council.

Candace Iskowitz
Communications Specialist & Editor


Candace is a former journalist, who most recently spent nine years reporting on public safety and governmental issues for The Tampa Tribune in Florida. Prior to coming to Florida, she worked as a reporter with The Orange County Register in California, the Daily News in North Carolina and at various newspapers in Illinois and Virginia.

During her 15-year reporting career, Candace has received numerous local and national awards, including the Freedom Communications Award of Excellence; Excellence in Crime News Reporting from the Florida Press Club; the Transportation Safety Award from the Florida Department of Transportation; Excellence in Investigative Journalism from the Associated Press and numerous awards from Media General. Candace holds a bachelor’s degree in mass communication and journalism from Southern Illinois University in Carbondale.

Diana McClure
Director of Business Protection & Vice President


Diana McClure joined IBHS in 1997 and in recent years has been responsible for the development and implementation of the Open for Business ® program. She has also managed IBHS’ Showcase Communities/Showcase State for Natural Disaster Resistance and Resilience and land use initiatives.

Prior to joining IBHS, she worked for Rhode Island Sea Grant at the University of Rhode Island Coastal Resources Center and was a mitigation specialist with FEMA Region I, traveling throughout the U.S. to help communities recover from natural disasters. Before focusing on natural hazards loss reduction, she served as a regional representative for the Insurance Information Institute and a consultant on civil liability of law enforcement officials and civil rights conflict management. She has a master's degree from Boston College and a B.A. from Brown University.

Timothy A. Reinhold, Ph.D.
Director of Engineering & Vice President


Dr. Timothy A. Reinhold joined IBHS as vice president of engineering in June 2004. Dr. Reinhold previously was a professor of civil engineering at Clemson University. He earned his M.S. and Ph.D. in Engineering Mechanics from Virginia Polytechnic Institute & State University. He has been a registered Professional Engineer since 1983.

Dr. Reinhold’s work has been published in numerous professional and academic journals. He has also been a consultant for engineering firms worldwide, and served on many professional boards and advisory committees.

In addition to overseeing the IBHS engineering department, Dr. Reinhold provides technical direction on the group’s building code initiatives, its Fortified...for safer living ® new home construction designation program, and the Property Loss Database, a new IBHS program established to identify and analyze emerging property claim trends.

Wendy Rose
Media Relations Manager


Wendy Rose came to IBHS in December of 2000 as Media Relations Manager. She handles all media requests for interviews and information, and coordinates coverage of special events and public education efforts in line with the IBHS mission.

Ms. Rose’s experience in local and national broadcasting began in 1989 at the NBC affiliate in Tampa, Florida. She produced daily newscasts, consumer investigations, business news and celebrity interviews over the next eight years, before heading for the Home Shopping Network, where she produced daily shows and then served as Programming Manager. She is a graduate of the University of South Florida, where she received her bachelor's degree in Mass Communications.

Mike Salmon
Senior Engineering Manager


Mr. Salmon most recently worked for Poe Financial Services in Tampa as engineering services manager. Prior to that, he served the City of Tampa for nearly three decades, directing both the Department of Public Works and Stormwater Department during his career.

Mr. Salmon has masters degrees in civil engineering and in public works. He is also certified as both a professional engineer and an environmental engineer.

Chuck Vance
Fortified Program Manager


Chuck Vance is the Fortified Program Manager at IBHS. He joined the organization in April 2001 to manage its Fortified...for safer living ® inspection-based construction designation program, which is designed to make homes more disaster resistant.

His previous experience includes military service (CDR/USN ret.), insurance and financial services. Most recently, Mr. Vance was Managing Director and Registered Principal of his own brokerage firm. He holds a bachelor's degree in Economics and is a graduate of the National War College.

Joy Whaley
Membership Specialist


Joy Whaley is the IBHS membership specialist. She is responsible for the recruitment, retention, communication, training and education of current and potential IBHS member and associate member companies. She joined the organization in 2006, after spending three years working as a public relations assistant and executive assistant for a Tampa area nonprofit that was the fundraising arm of firefighter, paramedics and police organizations. She holds a bachelor’s degree in international studies from the University of South Florida.
